Frequently Asked Questions are normally just presented as content of the site, which may be a page edited via the Page Manager. 
The Q&A Manager on the other hand, organizes questions into categories for easier access and/or reference.

The Q&A Manager allows you to:

• Add, edit or delete categories for your Q&A’s.
• Add, edit or delete questions for the existing categories.
